Clean Up: README, remove pypirc & ci #272

Minor clean up:

remove ci folder (deprecated now that we use GitHub actions and is an artifact from the original MHKiT testing.)
remove pypirc (I believe this should have never been added)
remove folder for icon.png, cleaner to have image at top level
clean up versions on README

Hey @akeeste I noticed some files that needed to be removed and made this quick PR to address those issues. Could you take a look?
