Hindcast tests #319

307 Failed on WIndows in hindcast calls.

  1. For hindcast this PR uses the environment.yaml file and forces the correct coverage version as added in #317
    • This change should have been made in #317
  2. Wind cache waits on wave cache completion
    • Wind always failed if these jobs started at the same time
