if you install 3x-ui panel in the Iranian server or other providers that Telegram is blocked you can't use the Telegram bot feature. in this pull request, I added socks5 option to telegram bot settings in 3x-ui. you can set socks5 proxy. need set the socks URL as this socks5://username:password@host:port. (user & pass is optional)
