Major changes to tgbot, also small changes for panel

TgBot changes:

• Added Depleted Soon Notifications for Clients throught Tgbot (pic. 1)
  • Notify users on Backup time
  • Only notify if there's any Email Depleting Soon
  • Only works with Chat IDs so support of usernames is removed
• Changed interaction with Reset Expire Date (pic. 2)
  • Now adding days instead of overwriting
    • Still possible to reset with Unlimited
    • Works with Custom days input
• Added more info and interactions with Online Clients (pic. 3)
  • Onlines interactive menu where you can check and edit online users
  • Onlines counter in Server Usage
  • Show status of User (Online/Offline)
• Added a way to get Ban Logs (if there's any) (pic. 4)
  • Also added them to backup
• Added Enabled/disabled status (pic. 2)
• Added prompt on toggle Enable/disable (pic. 5)
• Changed /usage command for Clients to work with Emails (safe) (pic. 6)
  • Only show any info if this Email have same tgID
• Overall more buttons and interactions for admins (pic. 7)
• Few fixes and optimizations here and there
• Fixed and updated translations for all changes above

  Panel changes:

• Checking whether Xray running every 1 seconds to reduce outages on Xray crushes
  • This is safe and not loading machine much, tested for 3 months
• Now have Previous logs for storing logs 24 hrs (with suffix .prev)
  • Renamed 3xipl-access-persisteng.log to 3xipl-ap.log

I appreciate it , if you add a feature to send users notification on their depletion. It's much more useful to just inform the admin.
