adding GitHub PR compliance checks

Introduce GitHub automation to check PR requests for validity.

This includes

• restriction to modify a single model at a time
• validation of the folder structure
• validation of the Dockerfile
• validation of the meta.json against our schema

We'll extend the scope of automated checks in the near future.
