Bump up python version >> python3.8

Python 3.8 is quite outdated but seems to be the version that is installed via apt get python3.

• [ ] Check compatibility of mhubio and segdb with newer python versions.
• [ ] Bump python version to python 3.10 or higher.
• [ ] Test existing model implementations.
• [ ] Report findings.
• [ ] Publish new base image with newer python version.
