file structure needed for /home/combine #6

Prodding to see what is next for configuring, while creating Transformation received error that /home/combine is not ready:

FileNotFoundError at /admin/core/transformation/add/
[Errno 2] No such file or directory: '/home/combine/data/combine/transformations'

Baked into Combine Django app; creates dir.
