manage.py update does not align with dockerization #8

The update management command was largely used for pulling in changes and restarting services on the server.

While help with migrations may be helpful, one of the very appeals of Dockerization was assisting with upgrades by sidestepping the need for updating at all.

Stumbled on this whilst looking for instances of SupervisorRPCClient use...

Does not run if deployment is Docker. Closing.
