stateio: GUI for import/export

Imagining this could be part of the configuration screen, that would send to another dedicated view for exporting and importing states?

This might also benefit from a StateIO model, that could help readily store information for indicating what was exported or imported (thanks to @colehudson for pointing out this would be helpful to the end user).

Will likely want a screen to preview what will be exported with the ability to remove items (thanks to @colehudson for this suggestion). This is most acute when exporting Jobs, unaware they might also require a DPLA Bulk Data Download of .5gb, which increase export size and import time dramatically.
