Update Ingestion3 build #401

Combine is currently using a fork of Ingestion3, that was a stop-gap to include a longer timeout. However, in the interim, this configuration has been integrated.

More importantly, the OAI harvesting has been rewritten (or at least appended to in functionality) that would address potential memory issues with harvests of records outside of OAI sets.

This is proposing to pin Combine's build of Ingestion3 to DPLA's repository: https://github.com/dpla/ingestion3

Done for Combine-Playbook. Both will release with v0.9.
