When publishing, a user is asked to provide a publish set id to associate with the Job. It is documented that multiple Jobs published under the same publish set id will aggregate together during export or OAI harvesting. But, this requires the user to remember which publish set id to use.
It would be relatively simple to add a table with radio selections of publish set ids already in use, similar to the Published Subset creation page:
