The modification MOD:00646 should have some TermSpec, maybe "none".

I am not currently checking for violations of child inheritance of the TermSpec. The difference between "none", meaning there is no terminal specification, and the absence of the TermSpec record is that an absence is not inherited, whereas the "none" value would be. One child has "none" the other has "N-term", so the parent could not have a TermSpec that would be inherited by both children.

I am leaving this open for discussion.
