[raster] support multi-crs on providerType() == "wms" #50

In raster-layer with providerType() == "wms", EPSG:3857 is only supported implicitly. XYZ tile is EPSG:3857 but layer with providerType() == "wms" is not always in 3857 (e.g. WMS layer).
