Updated the `region` cluster #809

Starting from the observation that Antarctica was not mentioned as a region, I looked at the CSV file, parsed the values and wanted to compare it with the existing cluster values.

As a result, we have here:

a script to generate the cluster values based on the CSV file
an update to the region cluster values including:
- the Antarctica entry
- the meta field subregion renamed subregions
- the cluster values and the sub-region values are sorted by region code

A small question, don't we have a mix of UTF-8 and UTF-16 in some names?
