[feature] add utils/get_srtm_tiles.py #183

get_srtm_tiles.py util allows to create an exogenous_dem from srtm tiles

This code assumes that the json contains an explicit rpc file.

rpc = cfg_in['images'][0]['rpc']

However, most of the time we configure s2p just by indicating the geotiff file and s2p is in charge of extracting the rpc.
