Register domain for the public dataset #19

It would be worth having a dedicated domain for the public dataset. We can register subdomains with mit.edu and physionet.org. One option is eicu.*. e.g.:

If we come up with a clever name for the public dataset then we could use this in the domain instead (http://name.mit.edu)

I am fine with either one. Since eICU is a trade name would we need Philips to approve?
