Making the eicu-website github repository public #22

When the eicu-website is made publicly available, we might also want to make the associated github repository public to allow pull requests, public discussion of issues, etc.

We have had final sign off from Philips on the website, so I am going to make this repository public. Shout now if you don't want this to happen...
