Challenge license #10

Goal is to create a restricted access license for ongoing challenges. Once challenges are over, we release a new version of the challenge under an open license.

Gari's text in PNW for challenge 2019 says this:

By clicking on the Acccept button below, I agree to refrain from submitting research based on the data to any publication other than Computing in Cardiology until after the 30th September

  1. I also agree not to post preprints of my work and/or post the data on any public machine/site, or share the data privately with non-team members. I also agree not to work with any other team that enters the Challenge or intends to enter the Challenge, or communicate with any other team members other than through the <a href="https://groups.google.com/forum/#!forum/physionet-challenges" target="_blank">public forum.

I've adapted the data license to add some of these terms. What do you think about the wording?

I have just noticed that one of the URLs listed in the license (physionet.org/content/repository/) doesn't exist. We'll need to change this across the documents, but I'll merge for now.

I thought that refers to the url if repository was the slug.

I think it was intended to link to a page that listed all repositories that we consider acceptable.
