I've added the thorpluto.py script. I have tested and was able to pull down about 2 MHz of data in the wifi band with no gain added. See image for example. plutotest

To get the checks to pass, run black on this and add the missing comma in the setup.py after thorpluto.py. It would also be good to add a file to the news directory noting that addition (see https://github.com/MITHaystack/digital_rf/blob/master/CONTRIBUTING.rst for instructions). Then I'll merge this, make a new release, and get it up on conda-forge.

Ran black on thorpluto. Also double checked that it didn't break anything. Also note that when you use drf_sti you want to set your color scale at something like -100:-50 dB.
