What does this PR do?

Makes the full width page widgetized and adds some utility classes for widgets to line up 2 or 3 across.

How can a reviewer manually see the effects of these changes?

fwiw i imitated the widgetized page, but yeah i agree. you ok merging without digging in or would you rather i take some time to investigate?
