Use labels (review needed, in progress, or paused) to declare status
What does this PR do?
Similar to MITLibraries/MITLibraries-parent#291, this updates the NPM tooling necessary for our build system to function. Unlike that PR, this also commits the package-lock.json file for the first time, as apparently we hadn't done that yet for this theme.
How can a reviewer manually see the effects of these changes?
Check out this branch
Run npm install
Run grunt to initiate the build
Note no errors
You can also check out various sites that use the child theme on the staging server, where this branch has been deployed. This build step is much less expansive than the parent theme - the only step is to populate the version string of the master stylesheet, so it is difficult to envision how these changes would impact anything.
