Sticky posts are acting weird

The sticky posts are acting weird on AKDC and Scholarly publishing. On AKDC, I unchecked sticky on the two posts that were showing on the homepage and now all the posts are showing:

and on Scholarly, a post is marked as sticky, but isn't showing on the home at all:

https://libraries-test.mit.edu/scholarly/

Expected behavior is:

• if no posts are marked 'sticky', no posts show on home
• if a post is marked as 'sticky', it shows on home
• if a post is NOT marked as 'sticky', it does not show on home
