Switching data warehouse tables, and map date #133

The primary change here is to authenticate users against a different database table, moving in line with what Poast and the pipeline are using (library_person_lookup instead of library_employee from HCL).

This also fixes the data visible below the map, clarifying that map data starts in August 2010, rather than October 1, 2010.

The lookup table is being evaluated on -dev right now by Sean and others.

I have a concern I'll bring up on Slack that is outside the scope of this PR.
