By moving the database connection later in the page load, I've now got the site branding appearing and a nicer error screen. I'm not sure about the best wording for this screen, however - I set up the following text as a straw man. The styling is the same graphic language as the alert on the timeline when the user selects more than 10 items in the filter.
I'm going to mark this as closed - the error screen as it exists currently is a significant improvement over the previous technique, and addresses the original stated problem.
