Need to add unsubscribe option for email notifications #97

Should be a simple URL, like /secure/unsubscribe

Will either run user through Shibboleth to identify, or contain email token carrying identity.

That identity will be looked up against an opt-out collection, which gets consulted during message generation to identify people who have requested not to be contacted.
