Test case for pkg/iceplume https://github.com/MITgcm/MITgcm/pull/652

Directory includes code, namelist, input_binaries , and instruction file "setup_run.txt" to show how to compile, link files into run dir, and successfully finish the run to reproduce the run/STDOUT.0000 result.
