remove parameter "nobcs" from SIZE.h #62

Just to follow main MITgcm repos: PR https://github.com/MITgcm/MITgcm/pull/749

Remove parameter "nobcs" from experiment "SIZE.h" since it has been moved to CTRL_OBCS.h

To be merged in soon after PR 749 is merged in.
