Update cutQE and plotCutQE #25

Update the calculation of binDistance in cutQE which should now produce the distance from q1.

Update plotCutQE in order to change the plot's tooltip label when the mouse pointer crosses the bin edge.

EDIT: I've tested with the suggested input data: camea2018n000136 until camea2018n000137, and camea2018n000161 until camea2018n000169, and especially the latter looks really nice, only camea2018n000165 seems to cause some trouble, but I think that it is unrelated to this PR.

Travis seems to be missing two test data files:

Data/Magnon_ComponentA3Scan.hdf TestData/1024/Magnon_ComponentA3Scan.hdf
