Unable to craft Default tools and weapons #1001

Description of Issue

[Unable to craft default tools and weapons, I was attempting to make a diamond picas to make a quarry, but any attempt I made at making a diamond picas or any other tool out of any other material would not work.]

Steps to Reproduce Issue

Also you need to make tinkers tools to start use when you start the pack
