[Fix] Reduce surging tempest refresh timer to 15s #429

Refreshing surging tempest at 30 seconds will make your gauge go 40 instead of 50 hence will make you lose a fell cleave inside the pot in the M4S transition, changed it to refresh to 15s to avoid that, it should also help in other fights.

this is not related to surging tempest timer overcap, it's a fell cleave gauge issue. The Optimize Surging Tempest works great, my concern is with the gauge generation for some bursts that comes out not optimized.

the main reason this happens is just because WAR rotation is mostly fixed using 2.48-2.50 gcd, the reason that it forces a 40 gauge sometimes is because a storm's eye is used between 20-30 seconds, which is really not optimal. Using 15 seconds instead of 30 you'll also be able to do a full combo + up to 3 fellcleave/inner chaos before using the storm's eye. To summarize you don't wanna refresh it in 30 seconds whatsoever, and refreshing at 30 seconds is really niche depending on the fight.

This feels like extremely niche optimization, tbh, and heavily based on precise transition timing in ONE specific fight. If the existing optimization feature is insufficient for you, I'd recommend disabling the automatic Storm's Eye and using it yourself. The features in this mod will never be perfectly optimal in every situation. If you're concerned with that level of optimization, the answer is to handle it yourself.
