Ambiguity in "Reduce technical violations" ? #9

Hi Matt! @MKorostoff In the Try out some policies section you wrote:

Reduce technical violations for probation and parole by sixty percent.

I read this sentence and thought there is some special act or cultural/educational solution for decreasing technical violations. But when I read the source section for technical violations, I noticed that you mean we change the law, and no longer after that 60 percent of those violations are not figured as violations anymore. I think the purpose of the phrase isn't so clear. Isn't it better to bold the concept of "law-making" instead of "reduce" in that phrase? (by anyway)

Is it better to say "reduce criminalization"?

I see the point you are making, and it's a good one. It would not be correct to say "reduce criminalization" here because this reform would not change the number of criminal prosecutions, only the number of parole revocations. I'll have to think about the phrasing, but I think "revocations" is probably the key word.
