Implement cutoff_length for worm simulation #33

at #30 we implememnted SS model. However worm head sometimes stuck in bottom of potential energy and simulation take forever.

When you use detail balance condition, you can introduce worm-reset schema.

[ ] Count the number of visiting at bond operator and reset it at worm initialization
[ ] Calculate average and sigma to get threshold of outliers, at thermalization step
[ ] When cutoff = integer is provided, worm reset when number of visiting exceed average + cutoff * sigma
[ ] Run all test with cutoff = 1.
