Added ability to query Jaspar to pull down MEME representation and save to a file
Then can read in that file and run the FIMO algorithm using pymemesuite
Added functionality to add results of FIMO to pos_annot
Callable on sdata via eu.external.meme.jaspar_annots_sdata
