Fix path issue when restoring tune job #169

  1. Adds coalescence_time to tune.cfg
  2. Fixes path issue when restoring a tune job
  3. Adds helm chart release name to credentials to support launching multiple tune jobs at once
  4. Properly handle swap_prob = mute_prob = 0
