Added review config and review option to init command #275

Closes #274. There's certainly neater ways to do this, but I want to be able to check this off the review action item list. I'm testing that this all works, currently running inference. I'll update on whether or not everything succeeded.

@EthanMarx This all worked, so let me know what you think. The only thing missing is a script to check that the loudest two events in the zero lag correspond to the real events that occurred during the testing period, but that can go in the review repo.
