Endless spawn gurds #309

This problem has plagued this plugin since version 1.15 if not earlier... and no one complained about it..

The problem is that if you stay in the chunk where the Guardians spawn in the ocean, they will spawn forever! For one removal of mobs, I had about 1000+ guards removed.. can you fix this in the plugin?

Without a plugin, this problem does not exist. Plugin version 3.15

config? maybe guardian spawn chance is too high
