Option to disable the "keep new player region chunk loaded" feature #3

No need to prevent unloading these posts on a server that disables teleportation to such posts.

Nevermind, it only keeps the new player region loaded. May add an option to disable this check though in the future.

Um I did this somewhere and forgot to close this along with it in the commit. If anyone bothers to, they may comment and link the corresponding commit here
