feat: Add skill and Experience deletion functionality #33

Implemented the delete endpoint for removing a skill or Experience.
added corresponding unit tests to ensure proper functionality.

I didn't realize the second push I made got attached to this PR, I'll change the title and description. As for making it a function, I'll try my best to do that.
