Fetch user location using IP-lookup API #26

This PR uses IP-lookup API to conveniently fetch the user's location. The user's current location becomes the standard weather on App initiation.

includes:

API call Error PopUp Mobile optimization

Improvements:

Ask the user to input location on error PopUp store on local storage user's current location. If there is an error, use the stored location.
