Should setup husky to run a git precommit hook that runs tests
Concerns
Husky recommends we install husky in the root directory of a project, simply because the .git folder exists in the root directory. Currently our project exists in a subdirectory ./nonCisMaleInCS
Husky depends on Git version >=2.13.0
There are two main versions, v4 which is the latest on npm, and v5 which is a newer version for sponsors and open-source projects
