Switch Docs from Gitbook to Read The Docs #450

Gitbook has not been a great documentation solution. It's confusing, we can't get autodocs to play nicely, and we can't have documentation for each version of our software. 2 thumbs down.

Read the Docs has been recommended to us many times. We should finally make the switch.

[ ] Recreate current docs in read the docs
[ ] Get autodocs working (issue #410)
[ ] Update docs for refactor (issues #447)

sticking with gitbook bc i think i understand it now?
