alt text for bookmarklets and extensions and add-ons #719

Now that we have alt text, we should (maybe) include it in the bookmarklets and add-ons. As it is, it can still be added after the fact but adding it at the time is probably better. Example of what the Firefox add=on looks like.

This is not part of any browser extension or bookmarklet, it's just another special view of the application. This is provided via the handlers/tools.py code, specifically the PickerPopupHandler handler. The template used here is templates/tools/picker.html.
