Inaccurate handling of new tracks depending on the tracks layer

If a new track is created while not all tracks are displayed in the tracks layer, an ID that is actually already assigned is used. In addition, the newly created track will not be shown if all tracks in the tracks layer are to be displayed afterwards, so the new track is lost.
