cannot find layers if plugin is loaded after opening the image #1

If I do: open image --> load plugin, then I cannot see any activate layer option under all the combo boxes. If I do: load plugin --> open image, then everything is fine. If I do: open image A --> load plugin --> open image B, then everything is fine, too, I can see both Image A and Image B in the selection box.

I think, we might need to do some "refreshing" after the plugin is initiated.
