Nuke Polar's secondary effect #363

Polar Tower should now just do current hp % burn off the target and then return it when the duration ends. That secondary effect that did.... something, I don't actually know because it was so confusing, just nuke it entirely.

The secondary effect healed 2% less by damage taken or something
