Multiplier is zero #101

after 10-18 the population multiplier is zero, nulling out all population calculations!

See commit 67860ded61bc9f49ca7d8f1738de95e71e9460f8 to master. Replaced nyc_poi_weekly.py with the backfill version, thread count 1, for latest date.
