refactor(download): refactor GH API utils, add tests, update docs

• add retries for several GitHub API utilities
• refactor default page size/count param values
• switch quiet flags to verbose for consistency
• lint with updated black version
• expand tests
• update docs

Some of the signature changes may break existing usages — will need to take care to check consuming projects when the next version is released.
