Eric Chiang left the following comment in marked-up version of the input instruction that were attached to Issue #16:

In the RCT Package section of the input instructions, item 2c, Eric writes: "How will SRCONC be used if ISOTHM != 4, 5, 6, or -6?" For context, see the attachment in Issue #16 item 2c

SRCONC is not used if ISOTHM = 1, 2, or 3. See Commit dccda7e
