Missing negative FLOW values in reach-by-reach list in linker file #21

Using a model J White sent with 12 different instances of negative values specified for FLOW in the SFR input, only 2 are making it through to the linker file. Track down why the other 10 aren't showing up.

The fix for this had to happen in the MF-NWT repository, MT3D-USGS was already handling for this. See issue #14 in the online MF-NWT repository. Fixed with commit 63339c1 on the develop branch of MF-NWT
