User-specified negative flows written to FTL exceed total trib inflow #31

When users specify a negative value for the 'FLOW' variable (Dataset 4b in the Online Guide to MF-NWT, for example), the LMT package was writing this value to the linker file as a sink term, but wasn't checking to make sure it was capped by the total available flow in the network at that location.

Fixed with commit 83c0b3ee6bf14309bb377f8dd57b35456cc0e0f4 [83c0b3e] in the MF-NWT repo. Changes made on 2/21/2018 to the LMT input file.
